The incumbent is to lead, oversee and supervise the Fostering department. He/ She will be tasked to oversee the day-to-day administrative duties and smooth operations of the Social Work Foster Care Service, Volunteer Transport Management, Publicity and Recruitment and General Administration and Finance. The incumbent will be responsible for ensuring total compliance of policies and regulatory requirements of Boys’ Town fostering and other governing bodies together with keeping proper documentation as required.
He/ She is tasked to oversee media related matters pertaining to Fostering Services. He/ She is also required to liaise with the various stakeholders including government agencies, schools, hospitals, FSC and the like. He/ She will also oversee executing budgets, ensure programme funding, write and vet evaluative reports/proposals to ensure the sustainability of the service.
The incumbent will assist the Director (Clinical Services) in manpower hiring and allocation of work.
- To manage the running of the Fostering department.
- To plan and oversee outreach and recruitment of new foster parents.
- To oversee assessment of foster parent candidates and ensure operational KPIs are met.
- To ensure that all administrative requirements by MSF are met with and all reports are submitted in a timely manner.
- To ensure social workers receive clinical supervision, especially for practice issues (e.g. case support).
- To provide guidance to staff to meet vision/mission of the department.
- To ensure regular case discussions with staff.
- To report to and provide regular feedback to the Director (Clinical Services) and Executive Director of Boys’ Town.
- To meet with Management regularly to discuss/report on Fostering Services.
- To develop and implement Staff Training Road map for all fostering staff.
- To perform hiring (interview), induction and discipline functions should the need arises.
- To perform staff appraisal and recommendations for promotion, staff confirmation etc.
- To assist the Director (Clinical Services) to prepare and monitor programme budget to minimise variances.
- To represent the Director (Clinical Services) in Sector meetings concerning Social Work or Fostering matters.
- To participate actively in all fundraising activities as well as any other commitments that Boys’ Town undertakes.
- Bachelor’s degree in psychology, social work or counselling
- At least 5 years of relevant experience
- Proficient in Microsoft Outlook, Excel, Word, PowerPoint
- Good interpersonal and communication skills
- Good leadership skills, able to manage a team
- Financial budgeting
